The AFP and CIA (starting under Reagan) have been backing these civilian vigilante groups for a long time, and they have been fairly effective. The ones that can really be relied upon, though, are secular groups that register and submit to government oversight. There are quite a few Christian cultist vigilantes that go way overboard and kill lots of civilians and do a lot of raping and plundering. The government has censured these religious vigilante groups (maybe because it would be just another can of worms, and the AFP has enough on its plate already), but their activities have been almost entirely counterproductive.
