Egypt has, since the fall of the British empire, consistently interfered in the affairs of all of the Nile river countries, threatened war when Ethiopia dared suggest to irrigate agricultural land. The have even been able to block the world bank from financing any project involving Nile water. The main reason Ethiopia is starving is that they are not allowed to irrigate any farmland lest the entire Arab league pounce on them. The Egyptian position is very simple, the Nile and every drop of water, wherever it originates, belongs to Egypt and Egypt will go to war to defend its property.
