I think this only is to provide refugees living in Gaza with $20.3 Million money for emergency medical, food, clean water, and rebuilding. I think it has been misconstrued as meaning money to have refugees sent to the US. Obama wouldn't dare do that. Would he? Well, I am not so sure about that but I don't think the Bill is meant for that purpose.
