<p><a href="http://sheikyermami.com/wp-content/uploads/baroness-uddin415.jpg"><img class="aligncenter size-full wp-image-87562" title="baroness-uddin415" src="http://sheikyermami.com/wp-content/uploads/baroness-uddin415.jpg" alt="" width="400" height="286" /></a>The disgraced peer<strong> Baroness Uddin</strong> will be allowed to return to her seat in the House of Lords even though she has not paid back a penny of the<strong> £125,000</strong> she was fined for cheating on her expenses.</p>
<p><span style="color: #800000;">The leaders of the Lords have accepted that they do not have the power to bar Uddin, whose 18-month suspension ends in April.</span></p>
<p>The decision comes in spite of a demand this month by an influential Lords subcommittee chaired by Baroness Manningham-Buller, the former head of MI5, that Uddin should not be allowed to return until she has paid the fine.</p>
<p>Uddin says she cannot repay the money, even though she and her husband have three properties, including the £155,000 Kent flat on which she falsely claimed the £125,000.</p>
<p>The Lords authorities, however, say that to make her return conditional on repayment would be illegal.</p>

<p>A ruling by the committee for privileges and conduct in the Lords states that such an arrangement could amount to a permanent exclusion and would infringe her right as a peer to be called to the house by the Queen at the start of a new parliament.</p>
<p>The move has angered peers, including Lord Oakeshott, a Liberal Democrat who campaigns for reform of the Lords.</p>
<p>“It can’t be right to let a disgraced peer back into parliament before they have repaid their bogus expenses,” Oakeshott said. “If you do not pay your fines you go to prison.” This is a view shared by the subcommittee on Lords’ conduct, which investigated Uddin last year after The Sunday Times revealed that she was falsely claiming expenses by saying that an empty flat in Maidstone was her main home.</p>
<p>The subcommittee, which is chaired by Manningham-Buller and includes Lord Irvine, the former lord chancellor, warned in its report this month: “We do not consider that a member should be able to return to the service of the house while repayment of amounts which were wrongfully claimed is still due. This risks bringing the house into further disrepute, especially if the member concerned is then able to claim further attendance allowances from the public purse.”</p>
<p>The reference to allowances has a particular significance for Uddin, Britain’s first female Muslim peer, who served on the Labour benches.</p>
<p>It is thought she wants to use her peers’ tax-free attendance allowance of £300 a day gradually to pay back her debts. As a frequent attender she could, in theory, raise the £125,000 in three years.</p>
<p>Sources in the Lords say the house authorities believe the public will take a dim view of an errant peer repaying the taxpayers with taxpayers’ own money. It is understood that while Uddin will be permitted to return to parliament in the spring, new measures may be introduced to prevent her claiming allowances until she settles her debt.</p>
<p>Her colleagues in the Lords believe she possesses assets that could be sold to meet the repayments. Uddin’s main home is in Wapping, east London. She pays a reduced rent as it is a housing association property intended for people on low incomes.</p>
<p>She still owns the flat in Maidstone, which is being advertised for let for £695 a month. Her husband, Komar, owns a mansion in the town of Jawa Bazar in Bangladesh. Sources say the home, which is decorated with Italian marble, was built after Uddin was made a Labour working peer in 1998. The house cost about £140,000.</p>

<p class="text">ANKARA: Britain reaffirmed its support for Turkey’s bid to join the EU, despite opposition from leaders in France and Germany who say the Muslim country is too poor and too culturally different to fit into the bloc. </p>
<p>Foreign Secretary David Miliband told Reuters, Ankara’s full European Union membership would bring economic dynamism into the bloc, help solve its energy security problems and build closer ties between the West and the Muslim world. “Britain is more convinced than it has ever been that the strategic decision to support Turkey’s accession to the European Union is the right one,” Miliband said late on Tuesday. “It is good for Europe as well as for Turkey.” </p>
<p class="text"><span id="more-29075"></span></p>
<p>Muslim but officially secular Turkey began entry talks with the EU in late 2005, but Ankara’s bid faces stiff opposition from some member states due to hostile public opinion. The negotiations, expected to take many years, have also been held up by European concerns over human rights, the slow pace of reforms and by the dispute over the division of Cyprus. </p>
<p>Germany’s Chancellor Angela Merkel and France’s President Nicolas Sarkozy, who have both long opposed Turkey’s membership, insisted this month in speeches made ahead of European Parliament elections in June that the 27-member bloc should offer Turkey a “privileged partnership” instead. Miliband, in Ankara on an official visit, said the bloc should adopt a more “open outlook” and embrace the long-term benefits of Turkey’s membership provided it meets all entry criteria. </p>
<p>“Turkey is a particular place that would benefit Europe’s energy future. That would not have been given the priority and prominence it deserves five years ago,” he said. NATO member Turkey has only very small oil and gas reserves of its own, but is a key energy corridor between Europe and energy resources in the Caspian Sea and the Middle East. Opening the doors of the EU to Turkey would be a “significant bridge to the Islamic world”, Miliband said. </p>
<p>“Turkey has a combination of a Muslim majority population and a proud democratic heritage. I think you can balance those things.” Brussels wants Turkey to overhaul its military-inspired constitution, expand minority rights and improve restrictions on freedom of expression. Miliband said Turkey needed to speed up its EU reforms. “Everyone wants to see Turkey making strides towards reforms,” he said. “But equally we want to see a European Union that has got the right orientation and outlook, an open EU, that is something we have to work on specially at a time of economic downturn.” reuters</p>

</span><span style="font-weight: normal;">On one side of the debate was an intelligent, articulate, well-spoken Muslim doctor who was talking about the damage multi-culti pieties had done to social cohesion in East London&#8217;s Pakistani and Bangladeshi communities. Particularly rubbish, he said, was the policy of PC councils of translating everything into languages like Urdu and Bengali &#8211; rather than encouraging immigrant communities to learn English. This, he explained, did bullying Muslim husbands&#8217; dirty work for them by enabling them to keep their non-English-speaking, often-imported brides in thrall, and away from the tainting influence of the </span><em><span style="font-weight: normal;">kuffar</span></em><span style="font-weight: normal;">.</span></p>
<p><span style="font-weight: normal;">Baroness Uddin was speaking opposite him and though I can&#8217;t remember exactly what she said, I do recall being so struck by the unutterable idiocy of her half-baked and ill-expressed views that I stopped the car to jot down her name. &#8220;Christ on a bike,&#8221; I thought to myself. &#8220;What kind of world do we inhabit that someone like this gets a peerage?&#8221;</span></p>
<p><span style="font-weight: normal;">I&#8217;m still searching for an answer. She can&#8217;t be totally stupid, for her response when the story broke about her</span><span style="font-weight: normal;"> having allegedly claimed £100,000 for a &#8220;main home&#8221; she doesn&#8217;t live in</span><span style="font-weight: normal;"> was impressively swift: round she came in her BMW 4 x 4 to put some curtains up and a mat by the front door. </span><a href="http://iaindale.blogspot.com/"><span style="font-weight: normal;">Iain Dale</span></a><span style="font-weight: normal;"> has lots more comedy dirt on this, such as the claim that the house she DOES live in is Housing Association property with a subsidised rent supposedly designed for low-income families. Principled socialism in action, eh, readers?</span></p>
<p><span style="font-weight: normal;">Was your immediate thought: here is a woman whose intelligence, rapier wit, wisdom, commonsense and mastery of the English language in all its nuance and complexity more than justifies her elevation to the Lords?</span></p>
<p><span style="font-weight: normal;">Me neither.</span></p>
<p>She was elevated to the peerage by Tony Blair<span style="font-weight: normal;"> (says it all really) in 1998, though for which particular service to the nation is not immediately apparent. She has been a Labour councillor, a liaison officer for Tower Hamlets social services and is described on her Wikipedia entry as a </span>&#8220;community activist.&#8221;</p>
<p><span style="font-weight: normal;">Hmm. Sounds like perfect MBE material to me.</span></p>
<p>But a peerage?</p>

<p><strong>1 The Cabinet</strong></p>
<p>As it&#8217;s fast becoming clear that we wouldn&#8217;t trust this lot to mind the school hamster much less oversee the economy, national security, the NHS or the education system, we may as well get shot of the shower with a one-way ticket to oblivion. Unfortunately, they&#8217;d probably fiddle their travel expenses.</p>

<p>Smug, crude, mouthy and outrageously overpaid, Ross&#8217;s time is up. While it was immensely annoying to hear Andrew Sachs crediting the presenter with reviving his career (couldn&#8217;t he just have cashed in and stayed schtumm?), that&#8217;s no reason to keep Ross in the country. He&#8217;s a coarsening influence, peddling a brand (sic) of laboured innuendo, that might once have been considered scurrilous, but these days is just a bit lame. So let&#8217;s rise up and cast him adrift on a sea of indifference &#8211; hopefully he&#8217;ll bring his relentlessly buxom wife, too.</p>

<p><strong>3 Max Clifford</strong></p>
<p>Whether it&#8217;s ovarian cancer, swine flu, plague or pestilence, good old Max can be relied upon to cash in on the misfortune and deliver the victim up to the press. When he&#8217;s not knitting at the proverbial tumbrils (while charging his client handsomely for the wool), he represents the likes of Simon Cowell and OJ Simpson. Enough said.</p>

<p><strong>4 Kate Winslet</strong></p>
<p>Oh, quit whingeing, Kate! If she&#8217;s not engaged in cringeworthy histrionics, she&#8217;s complaining  about her weight, her class, her unfair portrayal in the media, who apparently (horror of horrors) assume she&#8217;s middle class, just because she was head girl of a fee-paying school and talks like a duchess. She divides her time between LA and the UK, but she&#8217;s all yours, guys. We&#8217;re happy to take the hit.</p>

<p><strong>5 Peaches Geldof</strong></p>
<p>A vain, pouting little show-off with none of her late mother&#8217;s quicksilver charm, Peaches is an affront to the D-list celebrity label. The furore over her recent &#8220;starter marriage&#8221; was a crass example of being famous for nothing &#8211; other than her parentage. Let&#8217;s send her on her tiresome way with a great big suitcase (containing Pixie, her ghastly little sister).</p>

<p><strong>6 Madonna</strong></p>
<p>Lock up your sons (and your daughters), the international childcatcher knows no geopolitical boundaries when it comes to cherry-picking chubby-cheeked infants. Embroiled in yet another controversial adoption in Malawi, stringy-armed Madonna is not the sort of woman to mess with, so let&#8217;s just quietly close the ports and pretend we&#8217;re out.</p>

<p><strong>7 Amy Winehouse</strong></p>
<p>Compassion fatigue has finally set in, as we&#8217;ve watched the cadaverously wasted singer lurch about once too often, her bird&#8217;s-nest wig a parody of Miss Havesham on crack cocaine. Now recording her new album in Jamaica, an island best known as a violent druggies&#8217; paradise, Amy apparently never wants to return to Britain. Can&#8217;t say any of us has a problem with that.</p>

<p><strong>8 Ben Clarke from <em>The Apprentice</em></strong></p>
<p>Ben &#8220;Did I mention my Sandhurst scholarship?&#8221; Clarke, with his ridiculous braces, affected vowels and permanent air of pet-lipped indignation, is a study in truculent toddlerdom. Lord only knows what they would have made at him at Sandhurst &#8211; a brigadier general, maybe &#8211; but he is possibly the most loathsome young man to have graced our screens since the last series of, erm, The Apprentice. Hailing from Northern Ireland, he has, in the local vernacular &#8220;a face you&#8217;d never tire of slapping&#8221;.</p>

<p><strong>9 Nigella</strong></p>
<p>The children of &#8216;Domestic Goddess&#8217; Nigella apparently don&#8217;t like her calorie-laden cooking. Presumably that&#8217;s because they want to live past 40 and have cottoned on to the fact that deep-fried Bounties don&#8217;t constitute one of their five-a-day. The television chef&#8217;s lavish artery-clogging feasts have fallen out of favour in these austere times, so perhaps it might be better if she relocated to the South Pacific island of Nauru, where 94.5 per cent of the population is obese.</p>

<p><strong>10 Gordon Brown</strong></p>
<p>Oh dear. One look at <a href="http://www.youtube.com/watch?v=sBXj5l6ShpA">that YouTube film</a>, with its scary rictus smiles that never reached the cold dead eyes, and we had proof (if proof were needed) that Gordon&#8217;s days are numbered. What possessed him? More to the point, what possessed us? Hang on though; we didn&#8217;t actually vote for him, remember? Now would be as good a time as any to extradite him back to Kirkcaldy and Cowdenbeath, where he could perhaps be reunited with Prudence (remember her?) and live out the rest of his days tinkering pointlessly with his endogenous growth theory and baring his teeth at the FTSE.</p>

<p>A Labour peer faces a possible police investigation for fraud after she claimed £100,000 in expenses for a flat she appears never to have lived in.</p>
<p>Baroness Uddin received the money by claiming that the apparently deserted flat in Maidstone, Kent, was her &#8216;main home&#8217;.</p>
<p>This meant the Baroness, Britain&#8217;s first female Muslim peer, was able to claim nearly £30,000 a year towards the cost of staying at a separate London address while she attended Parliament.</p>
<p>Members of the House of Lords are entitled to a daily allowance of up to £86.50 for &#8216;meals and refreshments&#8217; and travel around Westminster, up to £174 for overnight accommodation in London and office costs of £75 a day.</p>
<p>They are also entitled to £116 per night accommodation maintenance allowance for a second home and &#8216;additional office costs&#8217; up to £75 for up to 40 days.</p>
<p>The accommodation allowance is available to any peer &#8216;whose main residence is outside greater London and who maintains a residence in London for the purpose of attending sittings of the House&#8217;. </p>

<p>There is no official definition of a &#8216;main residence&#8217; in the rules, but Mary Morgan, director of public information at the Lords said: &#8216;A member will know what his main residence is. It&#8217;s where they live. For the purposes of claiming expenses it&#8217;s where they travel to and from.&#8217; However, neighbours at the Baroness&#8217;s ground floor flat in Maidstone say that since she bought the property in 2005, they have never seen her. </p>
<p>A plumber who entered the apartment last month described it as &#8216;uninhabitable&#8217;  -  covered in dust with just an old mattress on the floor to sleep on.</p>
<p>By contrast, neighbours at her other property  -  a three- storey house in Wapping, East London  -  said she is regularly seen there.</p>
<p>The Wapping address is where the 49-year-old peer brought up her five children and is registered to vote.</p>
<p>Her personal website describes the East End as her &#8216;backyard&#8217; and &#8216;my home for over 30 years&#8217;. </p>
<p>Every time she has registered as a director of a company, she has given her London address, which is four miles from Parliament. However, the Baroness has told the Lords&#8217; expenses authorities that it is only her &#8216;second address&#8217;.</p>

<p>In the financial year to March 2008 she claimed £29,600 in overnight accommodation allowance. If she has done the same every year since buying the Kent flat, she would have earned more than £100,000. </p>

<p>Yesterday LibDem frontbencher Lord Oakeshott said: &#8216;An empty property can&#8217;t be a peer&#8217;s main residence. The Lords authorities must check the facts of this case and investigate.&#8217; Baroness Uddin denies any wrongdoing and has instructed libel lawyers to represent her.</p>
<p>When approached in Maidstone at the weekend, the Baroness refused to allow a journalist into the flat to check it was being lived in.</p>
<p>In a statement she said: &#8216;The Wapping house is rented while I own the property in Maidstone. The Maidstone property is furnished and I strongly deny that I have never lived there. Indeed I have stayed there regularly since buying it.&#8217;</p>
