<p><strong>A man with a kitchen cleaver hacked to death seven kindergarten students and a teacher in northwest China on Wednesday, before returning home and committing suicide, state media said.</strong></p>

<p>Officials do not yet know what prompted the 48-year-old man to attack students at a private school in <strong>Shaanxi</strong> province. <strong><em>(Oh let me guess)</em></strong> It was at least the fourth such attack on school children in the last month.</p>
<p><span style="color: #800000;"><em><a href="http://www.jihadwatch.org/2010/05/spencer-times-square-jihad-what-jihad.html">Perhaps he was &#8221; the child who couldn&#8217;t meet his parents&#8217; expectations,&#8221;</a> perhaps he was behind with his mortgage payments: &#8220;Foreclosures generate an enormous amount of misery and anxiety and depression that can tip people into all sorts of dangerous behaviors&#8230;&#8221; I guess we nee to ask  amateur psychologists  like Geraldo and Ezra Klein  to figure it out for us. Its just toooo hard&#8230;..</em></span></p>
<p>The Wednesday morning <strong>incident left five boys, two girls and a female teacher dead, said the Xinhua news agency. In addition, 11 children and an adult were wounded in the attack. Among them were two children who were hospitalized in serious condition, Xinhua said.</strong></p>

<p><strong>On April 30,</strong> a man armed with a hammer <strong>injured five preschool children </strong>in east China before setting himself on fire in a classroom suicide, a government spokesman told Xinhua news agency. The attacker held two children in his arms as he poured gasoline over himself, the spokesman said. Teachers in Weifang City, Shandong province, pulled the children away as the man died, the spokesman said.</p>
<p><strong>On April 29,</strong> <strong>at least 28 children were injured when a man with a knife attacked a kindergarten</strong> in east China, state media said. Most of the victims were four-year-olds. Police arrested a 47-year-old suspect. The incident happened in Taixing city in Jiangsu province.</p>
<p><strong>And on April 28</strong> a<strong> man attacked 18 students and a teacher with a knife</strong> at a primary school in southern China’s Guangdong province, Xinhua said.</p>
<p><strong>The attacks come despite the April execution of Zheng Minsheng, 42, a former community doctor who stabbed eight children to death and wounded five others at an elementary school in eastern China on March 23.</strong></p></blockquote>
<p>Zheng, executed by a firing squad in Nanping City late last month, told investigators he carried out the attack because he was frustrated by “failures in his romantic life and in society,” according to Xinhua.</p>

<p>THE unofficial leader of the Uighurs, Rebiya Kadeer,  used her visit to Australia to urge the Federal Government to take a stand over China&#8217;s violent repression in her homeland&#8230;and to try to persuade Australia to take the remaining Uighur detainees from Guantanamo Bay.<br />
Kadeer was here for the launch at the Melbourne International Film Festival of a documentary about her life and her people&#8217;s struggle.<br />
The Uighurs say the Chinese Government is committing &#8220;cultural genocide&#8221; by banning the teaching of Uighur in schools, discriminating against Uighurs in jobs, closing mosques and demolishing ancient Uighur cities such as Kashgar, on the Silk Road.<br />
Mrs Kadeer put the death toll in the July 5 demonstrations in Xinjian at more than 1000&#8230;the Chinese security forces fired on 10,000 Uighur demonstrators. Five thousand were arrested in the following days, she said.<br />
As for the 13 Uighurs in Guantanamo Bay, who were declassified as enemy combatants in 2005, and whom the US has asked Australia to take, Kadeer says <strong>&#8220;Australia has nothing to fear.&#8221;<a href="http://islammonitor.org/index.php?option=com_content&amp;task=view&amp;id=2763&amp;Itemid=96#jc_allComments"> Read it all</a>&gt;&gt;</strong></p>

<blockquote><p>Where are the fatwas? The angry marches in front of embassies, the indignant speeches? Where are al-Qaeda&#8217;s videos? In short, what does China have that Denmark did not? China has been actively discriminating against Muslims, and recently a number of them have been killed in violent street riots.</p>

<blockquote><p>In Denmark a newspaper printed cartoons of the Prophet Muhammad, and the Muslim world erupted in anger. Today that same Muslim world seems to be mute, deaf, and blind, and is oblivious to the violence and discrimination suffered by the Uighurs, a Muslim minority group, at the hands of the Chinese government.The reaction to the cartoons was swift and furious. Eleven ambassadors from Muslim countries formally protested to the Danish government. The Danish Consulate in Beirut was burned, and several people died in street riots in Afghanistan, Pakistan, and Somalia. Newspapers in Norway and elsewhere decided to print the cartoons in an act of solidarity, which fueled the wave of violence. Al-Qaeda&#8217;s videos and Web sites explained that the offensive cartoons were simply another example of the West&#8217;s crusade against Islam.</p></blockquote>
<blockquote><p>Meanwhile . . .</p></blockquote>
<blockquote><p>Since the 1990s, the Chinese government has been carrying out systematic policies that discriminate against Uighurs. Their language is forbidden in schools; government employees cannot have long beards or head scarves and are not allowed to pray or fast during working hours. Uighurs also face strong discriminatory practices in education, health care, housing, and employment. Young Uighurs are often forced to work in faraway provinces, while Han Chinese &#8211; who are about 90 percent of China&#8217;s population &#8211; are encouraged to move to Xinjiang, the autonomous region where Uighurs are the largest ethnic group. More than two million have settled there.</p></blockquote>
<blockquote><p>Any protests against these practices are harshly repressed. The repression of the Uighurs intensified after the Sept. 11 attacks, when many of their political leaders were jailed, accused of having links with foreign Islamist terrorists. Since then, any individual or group convicted of terrorism, religious extremism, or separatism has received draconian sentences.</p></blockquote>

<blockquote><p>The recent troubles in Urumqi, the capital of Xinjiang, have left 184 dead, about a thousand injured, and thousands more detained. These are official figures; Uighurs claim the real numbers are much larger.</p></blockquote>
<blockquote><p>What have Muslim leaders worldwide said or done so far? Not much.</p></blockquote>
<blockquote><p>Mullahs, imams, and assorted clerics found time to issue fatwas condemning among other practices, <a href="http://www.jihadwatch.org/dhimmiwatch/archives/017470.php" target="_blank">Pokémon cartoons</a>, total <a href="http://www.jihadwatch.org/dhimmiwatch/archives/009735.php" target="_blank">nudity</a> during sex for married couples, and the use of polio vaccines, not to mention Salman Rushdie. They have yet to find the time to say anything about China&#8217;s practices toward Uighurs.</p></blockquote>
<blockquote><p>The same applies to the Arab League, governments of Muslim countries (where are the 11 ambassadors who protested to the Danish government?), and Muslim organizations in Europe and Asia. They have either been mute or their reaction has been too little, too late.</p></blockquote>
<blockquote><p>Take, for example, the case of Turkey. Although the Uighurs have close ethnic, cultural, and linguistic ties with the Turkish people, Prime Minister Recep Tayyip Erdogan has not deemed their plea as urgent. At the same time that Erdogan was trying to get the international community to recognize Hamas, his government was denying a visa to Rebiya Kadeer, the exiled leader of the Uighurs (though recently Erdogan softened his posture and said that she would be allowed to visit Turkey). Only recently has Erdogan&#8217;s government expressed concern about the situation in Xinjiang. Ahmet Davutoglu, the new foreign affairs minister, said this month that Turkey &#8220;cannot remain silent in the face of what is happening [in Xinjiang].&#8221;</p></blockquote>
<blockquote><p>This did not go well in Beijing. On July 10, Global Times, an official Chinese press outlet, published an article titled &#8220;Turkey, another axis of evil!?&#8221; It noted: &#8220;After the riots in Xinjiang, many governments around the world are very cautious making comments, including the American government. But the Turkish government is an exception. As Urumqi is on its way to recovery, this arrogant country has never stopped lashing out at China. In fact, both the Turkish government and its nongovernmental organizations were harsh on China. . . . Prime Minister Recep Tayyip Erdogan said, &#8216;We have always seen our Uygur [as] brothers, with whom we have historical and cultural ties . . .&#8217; &#8220;</p></blockquote>
<p>Erdogan <a href="http://www.jihadwatch.org/archives/026932.php" target="_blank">has since called the situation</a> &#8221;nearly genocide,&#8221; but remains in a vast minority of Muslim leaders who have had anything to say at all.</p>

<p>On Sunday, about 1,000 to 3,000 people had gathered Sunday in the regional capital for the protest that apparently span out of control. Accounts differed over what happened, but the violence seemed to have started when the crowd of protesters refused to disperse.</p>
<p>The official Xinhua News Agency reported hundreds of people were arrested. Mobile phone service provided by at least one company was cut Monday to stop people from organizing further action in Xinjiang.</p>
<p>Wu Nong, director of the news office of the Xinjiang provincial government, said more than 260 vehicles were attacked or set on fire in Sunday&#8217;s unrest and 203 houses were damaged. She said 140 people were killed and 828 injured in the violence.</p>

<p>BEIJING–A protest in China&#8217;s restive Muslim far west turned violent today, state media reported, and activists said police fired shots in the air and used batons to disperse a crowd that had swelled to nearly 1,000.</p>

<p>The late afternoon protest in the city of Urumqi was a rare mass demonstration in Xinjiang province, a region that has seen occasional separatist violence against Chinese rule.</p>
<p>More than 300 people, mostly members of the largely Muslim Uighur ethnic group, had gathered to demand an investigation into a brawl June 25 between Uighur and Han Chinese workers at a toy factory in southern China, said Gulinisa Maimaiti, a 32-year-old employee of a foreign company who took part in the protest.</p>
<p><span id="more-31662"></span></p>
<p>Two reportedly died in last month&#8217;s factory melee in southern Guangdong province, but Gulisina said protesters believed the real figure was higher.</p>
<p>At first, the 300 people held a silent, sit-down protest at the People&#8217;s Square in Urumqi, Gulinisa said. &#8220;We are mourning our compatriots who were beaten to death in Guangdong,&#8221; Gulinisa said in a phone interview.</p>
<p>Accounts of what happened differed, but the violence seemed to have started when the crowd, which Gulinisa said grew to 1,000 people, refused to disperse.</p>
<p>The government&#8217;s Xinhua News Agency said the crowd attacked passers-by, torched vehicles and interrupted traffic on some roads. Xinhua said police were at the scene trying to maintain order, but the report did not provide details.</p>
<p>Gulinisa said police pinned protesters to the ground before taking some 40 protesters away.</p>
<p>&#8220;The police fired shots into the sky. They took people away in cars,&#8221; he said.</p>
<p>Dilxat Raxit, a spokesman for the pro-independence World Uighur Congress based in Germany, said he received calls from Urumqi describing the protest as peaceful until police used force to try to clear the square.</p>
<p>&#8220;Riot police were using police batons to beat people,&#8221; he said. One caller he spoke with said police opened fire.</p>
<p>Dilxat said some protesters were beaten badly. One of his informants told him that one person was killed. The account could not immediately be corroborated.</p>
<p>Video shot from a building nearby and photos from mobile phones taken from the protest showed people running from police and a car on fire. In other shots, smoke rises in the distance and fire engines race to the protest.</p>
<p>The Urumqi police and city government refused or declined comment about the incident.</p>
<p>Tensions between Uighurs and Chinese are never far from the surface in Xinjiang, China&#8217;s vast Central Asian buffer province.</p>
<p>Uighur separatists have waged a sporadic campaign for independence in recent decades, and the military, armed police and riot squads maintain a visible presence in the region. After a few years of relative calm, separatist violence picked up last year with attacks against border police and bombings of government buildings.</p>

<p>WASHINGTON<span>—</span>Chinese authorities in the northwestern region of Xinjiang, home to the Muslim Uyghur ethnic group, are implementing a campaign to offer free lunches during the holy Muslim fasting month of Ramadan, when eating is proscribed until sundown.</p>
<p>The lunches are being offered in government departments to ethnic Uyghur and Han Chinese officials alike, employees said.</p>
<p>Uyghur exiles say that Chinese authorities have previously offered free lunches during Ramadan as a means of determining who is fasting.</p>
<p>An official who answered the phone at the Party committee offices of Hotan prefecture, in the south of the Xinjiang Uyghur Autonomous Region, confirmed the plan.</p>
<p>&#8220;This is the decision of the government leaders,&#8221; she said, but declined to give further details.</p>
<p>A Uyghur employee at the Hotan government&#8217;s department of taxation confirmed that the free lunches were on offer during the fasting month, which will end with the fast-breaking festival of Eid Al-Fitr this year on Oct. 1.</p>
<p>&#8220;We have to follow the rules and regulations as well,&#8221; he said. &#8220;Our department doesn&#8217;t provide lunch every day for employees, but they provide a free lunch on certain days in every week.&#8221;</p>
<p><strong>Meals for Uyghur staff</strong></p>
<p>&#8220;They provide Uyghur meals for Uyghur employees and Chinese food for the Chinese employees of the department. We don&#8217;t pay for the lunch,&#8221; he said.</p>
<p>&#8220;I don&#8217;t know where the money comes from. Maybe the senior managers pay for it.&#8221;</p>
<p>Several callers to RFA&#8217;s Uyghur listener hotlines complained of similar campaigns throughout Xinjiang.</p>
<p>&#8220;The government&#8217;s campaign of providing free lunch during the Ramadan hurts me a lot,&#8221; one listener said.</p>
<p>China on Tuesday lashed out at US accusations that it was stepping up curbs on religious freedom.</p>
<p>The U.S. State Department&#8217;s annual report on religious freedom worldwide said the situation in China worsened over the last year while also singling out North Korea, Egypt, and Iran for curbs on freedoms of belief.</p>
<p><strong>&#8216;Interference in China&#8217;s affairs&#8217;</strong></p>
<p>&#8220;China is strongly dissatisfied and resolutely opposed to the US accusation in its religious freedom report,&#8221; Chinese Foreign Ministry spokeswoman Jiang Yu said in a statement.</p>
<p>&#8220;The criticism of China&#8217;s religious policy and situation is groundless, violates the basic norms of international relations and is interference in China&#8217;s internal affairs.&#8221;</p>
<p>The U.S. report said that the Chinese government&#8217;s repression of religious freedom &#8220;intensified&#8221; in some areas, including Tibet and Xinjiang.</p>
<p>China&#8217;s Turkic-speaking Uyghurs, who are believed to number around 11 million, have already complained of government restrictions during this year&#8217;s Ramadan.</p>
<p><strong>Police in Lop county, Hotan, said they were forcing men to shave their beards and uncovering veiled women &#8220;by force, if necessary,&#8221; while Muslim-run restaurants were being pushed into signing pledges to remain open during the fasting period, as is the custom in other Islamic regions of the world.</strong></p>
<p><strong>Officials in Atush city, in the far west of the remote Tarim Basin were dispatched to count all the restaurants run by Muslims and to “educate” their owners into signing the agreement of their own accord, the municipal Web site said. Official Web sites in other parts of the region cited similar measures.</strong></p>
<p><strong>&#8216;Pressure to sign pledges&#8217;</strong></p>
<p>Similar restrictions are in force in Toqsu [in Chinese, Xinhe] and Shaya counties, near Kucha, where up to 10 alleged Muslim attackers were reportedly killed after assaulting a local police station Aug. 10.</p>
<p>During Ramadan, Muslims who are able should take no food, water, or cigarettes during daylight hours. Restaurants in Muslim countries often close during the day, re-opening to break the fast after sunset.</p>
<p><strong>Exiled Uyghur groups said Uyghur government cadres throughout Xinjiang had been forced to sign “letters of responsibility” promising to avoid fasting, evening prayers, or other religious activities.</strong></p>
<p><strong>Special groups have been set up in schools to educate Uyghur teachers and students not to fast, and to monitor their activities on pain of expulsion from school, the Germany-based World Uyghur Congress said in a statement signed by spokesman Dilxat Raxit.</strong></p>
<p><strong>The Uyghurs, many of whom chafe under Beijing&#8217;s rule, formed two short-lived East Turkestan republics in the 1930s and 40s during the Chinese civil war and the Japanese invasion. Beijing has launched a campaign against separatism, styling it a war on Islamist terrorism.</strong></p>
<p>It has also accused &#8220;hostile forces&#8221; in the West of fomenting unrest in the strategically important and resourch-rich region, which borders several countries in Central Asia.<em><br />

<p><strong>Beijing &#8211; Officials have tightened controls over mosques and religious practice in China&#8217;s restive Xinjiang region for the ongoing Ramadan festival, according to exiled Uighurs and local government notices seen on Thursday. Xinjiang officials ordered Muslim restaurants to stay open during the traditional Ramadan fasting and imposed restrictions on mosques and government work units, Dilxat Raxit of the Munich-based World Uighur Congress said in a statement.</strong></p>
<p><strong>A notice on the official website of Xinjiang&#8217;s Aksu city listed nine measures to be taken for Ramadan by the Yingmaili township government in Shaya (Xayar) county, starting by publicizing the religious policies of the ruling Communist Party.</strong></p>
<p><strong>The notice bans mosques in Yingmaili from hosting people from outside the area or playing music, videos, trumpets or drums; and prohibits them from coercing people into fasting or taking part in other religious activities.</strong></p>

<p><strong>Local officials should increase their minimum contact with mosques from twice weekly to eight times a week during Ramadan and enhance their knowledge to &#8220;prohibit illegal religious activities&#8221;, it said.</strong></p>

<p><strong>Non-local families and work units should sign &#8220;stability contracts&#8221; to prevent any external religious influence.</strong></p>
<p> </p>
<p><strong>&#8220;For men with heavy beards and women with veils, take every kind of positive measure [to persuade them] to shave off beards and remove veils,&#8221; said the undated notice.</strong></p>
<p> </p>
<p>Similar measures were publicized by Yingwusitang township in Xinjiang&#8217;s Shache (Yarkant) county, following a meeting on Monday of local government and religious officials on &#8220;maintaining stability during Ramadan&#8221;.</p>
<p> </p>
<p>A report on the official website of the Shache government said township officials were asked to make daily reports on local religious affairs during Ramadan and &#8220;strictly prohibit party members, cadres and students from fasting or taking part in religious activities&#8221;.</p>
<p> </p>
<p>Similar controls were introduced in Xinjiang during previous Ramadan festivals and it was not immediately clear if this year&#8217;s measures exceeded the earlier ones.</p>
<p> </p>
<p><strong>Xinjiang witnessed a spate of deadly attacks that killed at least 26 people in less than 10 days last month.</strong></p>
<p> </p>
<p>Some analysts believed the attacks, which China blamed on Uighur terrorists and separatists, were timed to coincide with the Olympic Games in Beijing.</p>
<p> </p>
<p>The Turkic-speaking Uighurs enjoyed brief periods of independence in the 1930s and 1940s, although Chinese dynasties have historically sought to control Xinjiang.</p>
<p> </p>
<p>But since the Communist Party took control of China in 1949, the government has encouraged an influx of ethnic Han Chinese to the region, inflaming racial tension.</p>
