Al Gore is highlighting a recent news report that casts devastating floods in Australia and Brazil as signs of climate change.

CAIRO (AP) — Al-Qaida leader Osama bin Laden sought to drum up support by taking advantage of Pakistan’s flood tragedy with a new audiotape released Friday criticizing Muslim governments for their slow response and calling for the creation of a new relief body to aid Muslims.

The Jeddah Economic Forum — at which Al Gore spewed some of the most inflammatory anti-American propaganda this side of al-Jazeera — was funded in part by Osama bin Laden’s family. Jeddah is bin Laden’s home town.

In January 2002, Bill Clinton was paid $267,000 to address this same forum. You may remember Clinton as the randy ex-President who responded to September 11 by publicly spitting up stuff like this:

America was  spared the catastrophe of an Al Gore presidency. But that doesn’t mean al-Gore can’t follow in Slick Willie’s footsteps.

The Goracle gets shouted down: “Global warming is a fraud!”

It was the third message in recent weeks from al-Qaida figures concerning the massive August floods that displaced 8 million people in Pakistan, signaling a concentrated campaign by the terror group to exploit public discontent and present itself as protectors of the poor.

“What governments spend on relief work is secondary to what it spends on its armies,” bin Laden says on the 11-minute tape called, “Reflections on the Method of Relief Work.” The authenticity of the tape could not be immediately verified.

The top al-Qaida leader said a new “well-funded” relief organization should be created to study Muslim regions near bodies of water to prevent future flooding, to create development projects in impoverished regions and to work on farming and agriculture to guarantee food security.

He called on Muslim merchants to direct their resources to cultivating agricultural land in countries like Sudan that aren’t used for farming.

“Merchants are the knights who will save this region from famine and must avoid investing in worthless projects,” he said.

The audiotape was posted on Islamic militant websites, according to the U.S.-based SITE Intelligence Group, which monitors jihadi forums and provided a copy of the message. The tape is aired over a still photograph of a smiling bin Laden superimposed over a picture of a man distributing aid.

Secretary of State Hillary Clinton and other officials are pointing to the devastating floods in Pakistan and other extreme weather events as signs that climate change is getting worse.

Clinton, in an interview with Pakistan’s Dawn TV, said “there is a linkage” between the recent spate of deadly natural disasters and climate change.

“You can’t point to any particular disaster and say, ‘it was caused by,’ but we are changing the climate of the world,” she said.

Still, while Copenhagen awaits Rudd’s visit, there are already enough other Australian government representatives over there. This is a team effort, and what a team we’ve sent: up to 114 of us, according to provisional attendance lists, including official photographers, drivers and baggage wranglers.

Legal experts have questioned whether the ban on the Islamic towers used for the call to prayer is compatible with the country’s constitution and international human rights law.

“The ban contradicts the European Convention on Human Rights,” Zurich daily Blick cited Widmer-Schlumpf as saying. Switzerland currently presides over the court.

The vote brings the focus of an Europe-wide debate over Islam and immigration to Switzerland, and is a serious slap in the face for the government, which campaigned against it and was largely take by surprise.

The referendum backed by nationalist parties was approved by 57.5 percent of the population Sunday, forcing the government to declare illegal the building of any new minarets in Switzerland. It doesn’t affect the country’s four existing minarets

France’s Foreign Minister Bernard Kouchner said he was “a bit scandalized” by the vote, which amounts to “oppressing a religion.”

“I hope that the Swiss will go back on this decision rather quickly,” Kouchner said on France’s RTL radio. “It is an expression of intolerance, and I detest intolerance.”

The U.N.’s special investigator on religious freedom, Asma Jahangir, said the ban on new minarets constitutes “a clear discrimination against members of the Muslim community in Switzerland.”

The largest Islamic organization in the world’s most populous Muslim nation, Indonesia’s Nahdlatul Ulama, said on Monday the minarets ban contradicts Switzerland’s claim to be a secular state.

“The action to ban the minaret is a discriminatory act in itself. It shouldn’t be done in a country that believes in secularism, democracy and liberal minds,” chairman Ahmad Baddjai said.

Observers concurred, pointing out that aside from the legal implications, Switzerland will also have a hard time explaining itself to the Muslim world.

“Switzerland’s self-image of tolerance and multiculturalism has taken a huge hit,” said Daniel Warner, a Swiss-American political scientist at the Graduate Institute in Geneva.

The decision could stir inter-religious tension and raise question about the freedom of belief for Muslims in the West, Lebanon’s top Shiite cleric, Grand Ayatollah Mohammed Hussein Fadlallah, said.

Wealthy Arab tourists might think twice now about spending their money in Geneva and other Swiss cities popular with visitors from the Gulf, and the neutral country’s efforts to mediate in the Israeli-Palestinian conflict could also take a hit, said Warner.

In a statement Monday, Ekmeleddin Ihsanoglu, the secretary general of the Organization of the Islamic Conference, called the ban an “example of growing anti-Islamic incitement in Europe by the extremist, anti-immigrant, xenophobic, racist, scare-mongering ultra-right politicians who reign over common sense, wisdom and universal values.”

Arriving at a meeting of European Union justice ministers, Widmer-Schlump argued the vote was not “a referendum against Islam … but a vote directed against fundamentalist developments.”

She defended the referendum as being “about minarets and not, of course, about the Islamic community,” she said. “We are interested in a multi-religious society in Switzerland.”

Supporters of the ban said the number of Muslims in Switzerland had grown sharply from 50,000 in 1980, still only 4 percent of the 7.5 million population, many of them who don’t practice.. Western Europe has an estimated 14 million Muslims.

Voting figures showed a rural-urban split in the Swiss vote, with only 38.6 percent of people in major cities backing the ban compared with about two-thirds of the population in smaller towns and villages, officials said.

Anne-Marie Birnstiel, a passer-by in the wealthy Alpine town of Gstaad told AP Television News she was disappointed by the vote and afraid of the consequences for Switzerland.

But, fellow town resident Anton Seil told APTN: “Well, we are in Switzerland, and if I go to another country I also can’t build up my church or represent my faith. So, they have to adapt to us in Switzerland too.”

Switzerland isn’t alone in expressing fears about a growing Muslim population, though it is the only country where voters can easily enact constitutional amendments through referendums.

France, too, has enacted laws that Muslims claim are directed at them, including a ban on the wearing of religious symbols, such as headscarves, in schools.

French legislators are currently debating whether to forbid face-covering Islamic veils completely. The far-right, anti-immigration National Front party sought to use the vote to step up pressure on France’s conservative government and President Nicolas Sarkozy ahead of regional elections in March.

“I think this is the expression of a worry shared by many European peoples who see politico-religious Islam, politico-religious groups demanding more and more visibility, demanding outward signs of their religion,” said party vice president Marine Le Pen on France Culture radio.

Overnight, opponents of the minaret ban lit candles in front of the Swiss parliament in Bern and hung up banners saying “This is not my Switzerland.”

In Zurich, the offices of the nationalist Swiss People’s Party _ which had backed the ban _ were vandalized, police said. Unknown persons smashed a glass door, cantonal (state) police said.

I read that treaty. And what it says is this, that a world government is going to be created. The word “government” actually appears as the first of three purposes of the new entity. We’ve been screwing up the climate and they haven’t. And the third purpose of this new entity, this government, is enforcement.

Lord Monckton received a standing ovation and took a series of questions from members of the audience. Among those questions were these relevent to the forthcoming Copenhagen treaty:

Question: The current administration and the Democratic majority in Congress has shown little regard for the will of the people. They’re trying to pass a serious government agenda, and serious taxation and burdens on future generations. And there seems to be little to stop them. How do you propose we stop Obama from doing this, because I see no way to stop him from signing anything in Copenhagen. I believe that’s his agenda and he’ll do it.

I don’t minimize the difficulty. But on this subject – I don’t really do politics, because it’s not right. In the end, your politics is for you. The correct procedure is for you to get onto your representatives, both in the US Senate where the bill has yet to go through (you can try and stop that) and in [the House], and get them to demand their right of audience (which they all have) with the president and tell him about this treaty. There are many very powerful people in this room, wealthy people, influential people. Get onto the media, tell them about this treaty. If they go to www.wattsupwiththat.com, they will find (if they look carefully enough) a copy of that treaty, because I arranged for it to be posted there not so long ago. Let them read it, and let the press tell the people that their democracy is about to be taken away for no good purpose, at least [with] no scientific basis [in reference to climate change]. Tell the press to say this. Tell the press to say that, even if there is a problem [with climate change], you don’t want your democracy taken away. It really is as simple as that.

Regardless of whether global warming is taking place or caused to any degree by human activity, we do not want a global government empowered to tax Americans without elected representation or anything analogous to constitutional protections. The Founding Fathers would roll over in their graves if they knew their progeny allowed a foreign power such authority, effectively undoing their every effort in an act of Anti-American Revolution. If that is our imminent course, we need to put all else on hold and focus on stopping it. If American sovereignty is ceded, all other debate is irrelevant.

Skimming through the treaty, I came across verification of Monckton’s assessment of the new entity’s purpose:

a) The government will be ruled by the COP with the support of a new subsidiary body on adaptation, and of an Executive Board responsible for the management of the new funds and the related facilitative processes and bodies. The current Convention secretariat will operate as such, as appropriate.

To Redistribute Wealth (heading added)
b) The Convention’s financial mechanism will include a multilateral climate change fund including five windows: (a) an Adaptation window,(b) a Compensation window, to address loss and damage from climate change impacts [read: the "climate debt" Monckton refers to], including insurance, rehabilitation and compensatory components, © a Technology window; (d) a Mitigation window; and (e) a REDD window, to support a multi-phases process for positive forest incentives relating to REDD actions.

With Enforcement Authority (heading added)
c) The Convention’s facilitative mechanism will include: (a) work programmes for adaptation and mitigation; (b) a long-term REDD process; © a short-term technology action plan; (d) an expert group on adaptation established by the subsidiary body on adaptation, and expert groups on mitigation, technologies and on monitoring, reporting and verification; and (e) an international registry for the monitoring, reporting and verification of compliance of emission reduction commitments, and the transfer of technical and financial resources from developed countries to developing countries. The secretariat will provide technical and administrative support, including a new centre for information exchange [read; enforcement].
