Iran must come to believe that each additional month of resistance will carry increasing cost, resulting in less revenue, fewer military options, greater isolation, diminished military capability, and a weaker negotiating position. At the same time, the United States should make clear that a verifiable agreement remains available if Iran abandons the behavior that created the crisis.
