MANILA, Nov 4, 2008 (AFP) – A senior British security adviser is to meet Muslim leaders in the southern Philippines on Tuesday to try and inject new life into a stalled peace process.
Robert Hannigan, who advises British Prime Minister Gordon Brown on intelligence and security, told reporters he would meet the separatist Moro Islamic Liberation Front (MILF) and “stakeholders”.
Hannigan, who met Philippine security officials earlier, said the message he would take to the MILF “is that reaching a solution is difficult, it takes time, there are many disappointments along the way but the prize is worth it.”
Invited to the Philippines by the government, Hannigan would not specify which MILF leader he would be meeting.
The official, on a two-day visit, said he would share his experiences in reaching the 1998 Good Friday Agreement that established power sharing in Northern Ireland.
That agreement, which ended years of bloodshed, had taken 30 years of talks even though the actual final negotiations lasted only about two-and-a-half years, Hannigan said.
He said he hoped to “to learn more about the situation on the ground. I have come to share some of my experiences… not to tell people what to do.

The peace process with the 12,000-member MILF stalled after the Supreme Court in early August suspended an agreement intended to pave the way for a formal settlement which would have given the Muslim minority limited autonomy.
Rogue MILF commanders broke away and launched a series of attacks on Christian communities in the central and northern regions of Mindanao that have left scores dead and displaced as many as half a million people.
President Gloria Arroyo has since suspended talks with the rebels.
