Like all statements of Hamas operatives, this should not necessarily be taken as truth. Had Hamas been victorious over Israel, Mousa Abu Marzouk would not be expressing any regrets, despite the suffering of those living in Gaza. Their suffering is viewed as heroic for the so-called “resistance,” and “martyrdom” is considered to be the ultimate achievement. Hamas also uses Gazans as human shields.
What Abu Marzouk likely means is that if Hamas had known what the devastating outcome of its actions on October 7 would be, the group would have strategized differently; but he is trying to give the West the impression that he regrets the destruction in Gaza, so as to cast the blame once again upon Israel, as well as, possibly, to win back confidence of the people of Gaza.

A senior Hamas official told the New York Times last week that he would not have supported the October 7, 2023, terror attack against Israel if he had known the outcome — the destruction of Hamas and the devastation of Gaza.
The Times reported Monday:
Mousa Abu Marzouk, the Qatar-based head of Hamas’s foreign relations office, said in an interview with The New York Times that he would not have supported the attack if he had known of the havoc it would wreak on Gaza. Knowing of the consequences, he said, would have made it “impossible” for him to back the assault.
