The scandal came to light after sharp election workers in Carver County noticed glaring inconsistencies in registration forms. A subsequent two-year FBI and state investigation confirmed the widespread nature of the fraud:
- The Perpetrators: Two individuals, Ronnie Williams and Lorraine Lee Holmes, pleaded guilty in federal court to conspiracy to engage in voter registration fraud. They were paid for each completed application.
- The Crime: They filled out hundreds of voter registration forms with fake names, fake addresses, fake dates of birth, and fake social security numbers.
- The Scope: The fraud spanned 13 Minnesota counties, involving between 500 and 600 fraudulent applications.

The most outrageous detail is the source of the money used to pay the fraudsters. Prosecutors revealed the two contractors were paid by an “unnamed foundation” engaged in a voter registration campaign.
