Across Europe, right-wing populist parties are gaining support by focusing on issues such as the construction of mosques. SPIEGEL ONLINE talks to right-wing populism expert far left ratbag Oliver Geden about the strategies used by the right and the pressure they put on the mainstream.

It seems like mosques have never been more controversial in Europe. A right-wing populist party has just announced an attempt to get the construction of mosques banned (more…) in an Austrian state. Meanwhile a right-wing group in Cologne is trying to stop a mosque from being built there (more…).

But why have right-wing populist parties suddenly seized on the issue of mosques? SPIEGEL ONLINE talked to Oliver Geden, an expert on right-wing populism at the Berlin-based German Institute for International and Security Affairs (SWP), about why mosques provide the perfect topic for right-wing parties and how they are forcing mainstream parties to shift to the right.

SPIEGEL ONLINE: The right-wing populist party Alliance for the Future of Austria (BZÖ) is trying to get the construction of mosques and minarets banned in the state of Carinthia. Will they succeed?

Oliver Geden: I’m not sure if they will be successful. Their draft law is more an act of political communication. Jörg Haider’s BZÖ, the strongest party in Carinthia, needs a majority in the state parliament to get the law passed, and I’m not sure they will get one. Even if they do, with the support of the Christian Democrats, Austria’s high court may intervene, arguing that it is a case of protecting human rights and freedom of religion.

SPIEGEL ONLINE: Is there popular support for such a ban among the general public in Austria?
Geden: I haven’t seen any poll numbers, so it’s hard to say for sure, but clearly it is an issue which is supported by that part of the population which supports right-wing populist parties like the BZÖ and the Freedom Party of Austria (FPÖ). Such issues also appeal to a broader section of the population beyond the right-wing parties’ usual constituency, but it is difficult to estimate how big that section is. One thing is sure, however: Within conservative and center-right parties there is a certain segment of the party base which feels disappointed that mainstream parties don’t address such issues. These disappointed voters might then be attracted to right-wing populist parties because they feel alienated from mainstream parties.

SPIEGEL ONLINE: What strategy are right-wing populist parties following regarding the issue of mosques?

Geden: These parties are very clever. They usually focus on the question of minarets, so they can say: “We’re not calling for a ban on Islam, but Muslims don’t need minarets to pray.” If they claim that mosques or even small prayer halls should be banned, then many people would say that was going too far. These right-wing populist parties like to provoke and present themselves as taking on issues which the establishment doesn’t want to discuss. That way they can appeal to a broader base. But they have to tread a fine line: On the one hand, they want to attract criticism, so as to raise their profile, but on the other hand they don’t want to be seen as too radical.

SPIEGEL ONLINE: Is the issue of the construction of mosques a big issue in other European countries?

Geden: The BZÖ basically copied an initiative in Switzerland, where the Swiss People’s Party (SVP) is trying to collect 100,000 signatures so it can force a referendum on getting a ban on minarets written into the constitution. The whole process could take several years, but that’s not a problem for the SVP — if it takes a long time, then it means the issue is in the public eye and being discussed for longer.

We also have a similar case in Cologne, where a right-wing populist group is trying to block the construction of a symbolic large new mosque. There, the mayor, Fritz Schramma, is in favor of the Muslim community having the right to build such a mosque and supports a compromise based on the height of the minarets.

However, the issue is not being discussed in mainstream politics in Belgium or France. The mainstream parties there feel they can ignore the issue — at least for now. Sometimes these parties suddenly realize after a couple of years that the issue has entered the mainstream of public opinion.

SPIEGEL ONLINE: What effect do these right-wing populist parties have on the policies of mainstream parties?


Geden: At least on some issues, we are seeing a shift to the right. For example, in the Austrian state of Vorarlberg, a Muslim community asked a local authority if they thought it would be possible to build a mosque with a minaret. Within a matter of days, there was a legal discussion as to a possible law to regulate minarets. Ten years ago, no one would have thought about the question of regulation.

Or take the issue of a ban on wearing headscarves in the public sector, for example. Ten years ago, that was an issue for right-wing populist parties. Now many conservative parties in Europe are in favor of a headscarf ban.

SPIEGEL ONLINE: Why has that changed in recent years?

Geden: Obviously the crucial event was the terror attacks of Sept. 11, 2001 and the rise in Islamist terrorism. Many people now tend to fear Muslims and feel anxious about so-called “parallel” societies. That’s the demand side, if you will. On the supply side, political parties are taking the initiative and thinking about what kinds of laws they could pass, and they come up with ideas such as regulating minarets. The man in the street has probably never thought about minarets before, but it taps into his fear of Islam and he can easily relate to the issue. The right-wing populist parties have an underlying narrative which is against Muslims, but in public they only say that they are against minarets, which they see as symbols of Islamic superiority. Then, if they are accused of being racist, they can counter by saying: “Well, we’re only against minarets — what’s your problem?”

* Islam is not a race, you far left wankers. Being against Islamic superiority is not being ‘racist’- you are, because you hate your own race, culture & civilization!

SPIEGEL ONLINE: Are we seeing more pan-European cooperation between right-wing populist parties on issues such as mosque building? Politicians from Austria’s Freedom Party have supported the anti-mosque initiative in Cologne, for example.

Geden: Fotr nationalist parties, it is not easy to find common ground. Attempts at Europe-wide co-operation have often failed because these parties weren’t able to find an enemy they could all agree on. An alliance of nationalist parties in the European Parliament failed last November (more…), because of growing tensions between Italian and Romanian nationalists. Some of these parties, namely the Freedom Party of Austria, the French National Front, the Belgian Vlaams Belang and the Bulgarian Ataka have recently anounced to try it again. By the end of 2008, they want to bring together at least 10 far-right European parties. The “struggle against Islam” will doubtlessly be one of the project’s favored subjects.

SPIEGEL ONLINE: What can the Muslim community do to counter the trend?

Geden: The key word is communication. On the one hand, the Muslim community has to communicate well with the general public. In the Cologne case, there have been certain shortcomings in terms of communication on the Muslim side, although of course one can’t only blame them for the way the public debate has developed.

On the other hand, sometimes the best thing is for the Muslim community simply not to react or only to do so very calmly. These right-wing populist parties want, above all, to provoke — they want to claim that they are discussing issues which the establishment wants to avoid at any cost. So, sometimes the best thing is simply to ignore them or, even better, to respond in a very calm way. After a couple of days, the issue will have disappeared from the public eye.

* Hardly. Just watch!
But then, if a right-wing party is getting, say, 30 percent of the vote, as in Switzerland or in parts of Austria, then the media can no longer ignore the issues that they bring up. Otherwise the right-wing parties can claim that the media and the establishment are building a bloc against them and claim that they fear discussion. It’s a fine line.

Archbishop of Canterbury calls for new law to punish ‘thoughtless or cruel’ words

The Archbishop of Canterbury, Dr Rowan Williams, has called for new laws to protect religious sensibilities that would punish “thoughtless and cruel” styles of speaking.


Dr Williams, who has seen his own Anglican Communion riven by fierce invective over homosexuality, said the current blasphemy law was “unworkable” and he had no objection to its repeal.

But whatever replaces it should “send a signal” about what was acceptable.

This should be done by “stigmatising and punishing extreme behaviours” that have the effect of silencing argument.

The Archbishop, delivering the James Callaghan Memorial Lecture in London this afternoon, said it should not just be a few forms of extreme behaviour that were deemed unacceptable, leaving everything else as fair game.

“The legal provision should keep before our eyes the general risks of debasing public controversy by thoughtless and, even if unintentionally, cruel styles of speaking and acting,” he said.

The last conviction under Britain’s blasphemy law was in 1979. The Government recently indicated it is willing to amend the Criminal Justice Bill to abolish the offences of blasphemy and blasphemous libel.

The High Court last month refused to allow a prosecution of the director general of the BBC for blasphemy over the screening of the controversial musical, Jerry Springer – The Opera.

In 2006, Parliament passed the Racial and Religious Hatred Act, which creates an offence of inciting or “stirring up” hatred against a person on the grounds of their religion. But the act was so watered down during its passage through Parliament that its critics fear it will be almost useless.

The Archbishop appeared in his speech to be making excuses for those who rioted about the Salman Rushdie case and threatened the author with death. He also seems to think that those who created lethal street protests over the Danish cartoons had a point. “The Archbishop’s speech is, at base, self-serving and dangerously illiberal,” Mr Sanderson said. “We certainly hope that the Government is not now going to bring forward something even more extreme as a quid pro quo for abolishing blasphemy.”

Plotters wanted to kill British soldier ‘like a pig’

An Islamist fanatic has admitted to hatching a plot to kidnap and behead a British Muslim soldier “like a pig” in a lock-up garage, a court has heard.

Parviz Khan, 38, an unemployed charity worker, planned to film the beheading and post the footage on the internet, Leicester Crown Court was told.

Khan, the ringleader, and three others admitted to a series of charges surrounding the plot earlier this month, but it could not be reported until a jury trying two other men on similar charges was sworn in today.

Nigel Rumfitt QC, prosecuting, told the jury Khan intended to use drug dealers to kidnap the unnamed soldier while he was enjoying a night out in Birmingham’s Broad Street entertainment quarter.

Khan, of Alum Rock, Birmingham, was “a man who has the most violent and extreme Islamist views”, Mr Rumfitt said. “He was enraged by the idea that there are Muslim soldiers in the British army.”

Once the soldier was bundled into a car, he would have been taken to a lock-up garage, Mr Rumfitt added. “There he would be murdered by having his head cut off like a pig.

“Not Guilty”

“This atrocity would be filmed… and the film released to cause panic and fear within the British armed forces and the wider public.”

Amjad Mahmood, 33, and Zahoor Iqbal, 31, who went on trial today, have pleaded not guilty to involvement in the plot.

Police found ‘disturbingly violent’ Islamist material in terror raids 

Police in the case of a plot to kidnap and kill a British soldier and the shipping of equipment to terrorists in Pakistan found “disturbingly violent” Islamist material during searches of homes in Birmingham.
Zahoor Iqbal, 30, is standing trial at Leicester Crown Court charged along with kidnap plotter Parviz Khan with helping to send the cargoes and being in possession of material that would help terrorists.

Jurors were told how a search of Iqbal’s home in Perry Barr found a bag of CDs and DVDs, including a computer disc entitled Encyclopaedia Jihad.

The material included electronic “books” on everything from booby traps and grenades to United States Army field manuals and a “Mujahideen poison book”.

Prosecuting, Nigel Rumfitt QC said: “This man was in possession of material that goes way beyond a healthy interest in world affairs from a Muslim viewpoint and indicates an unhealthy interest if not obsession with extremism.”

Iqbal denies possessing a document or record likely to be useful to a terrorist, namely the “Encyclopaedia Jihad” disc.

A TAXPAYER funded program suggests Barbie may be Italian and asks whether she likes Spider-Man in a bizarre bid to tackle racism in childcare centres.

The ‘Exploring Multiculturalism, Anti-Bias and Social Justice in Children’s Services’ project is funded by the Federal Government and put out by Children’s Services Central, a network of children service bodies in NSW.

Designed to assist early childcare workers in NSW, the document gives advice on dealing with racism.

It comes after The Daily Telegraph revealed the State Government has funded an anti-racism program in a NSW pre-school for the first time.

The pilot scheme at the Auburn Long Day Care Centre involves teaching children the national anthems of different countries and celebrating ethnic festivals such as Chinese New Year and Muslim holidays.

In contrast, the wacky teaching resource uses the Cronulla riots as a case study in an anti-racism lesson entitled “All the Lebs Are Bad Guys”.

Excerpts from another lesson relays a conversation about Barbie’s ethnic origins between a group of young children from different cultural backgrounds.

Muslims ‘lay siege to Australian hospital’

After the death of a young Muslim man in a car crash in Sydney last month, an Islamic crowd invaded a hospital in order to stop medical tests being carried out on the body in contravention of Sharia law, according to the Dhimmi Watch website.

If the report is true, then this is another example of a global campaign by fundamentalist Muslims to replace civil law by Sharia – a process that has already taken root in British cities.

The Australian story is quite extraordinary – though, as Dhimmi Watch points out, it is based on an anonymous report. I’d be interested if anyone can stand it up. Here are some extracts from the story. Bear in mind that, according to Islamic custom, a body must be buried within 24 hours of death.

The antecedent to the Muslim incursion on the Hospital came about on Monday the 17 December last, when a young Muslim male was airlifted to the Liverpool Hospital’s emergency ward by helicopter. The 19-year-old had been in a serious car accident, his car left the road and crashed into a tree … he died of his injuries, and it seems he and his hijab-wearing girl friend had been celebrating the end of Ramadan.

New crop of Jihadis is ‘set to step up’

A NEW crop of home-grown jihadis, groomed to step up and replace the leaders of Australian terror cells who have been arrested or jailed, is almost “mature” enough to launch an operation, an international terror expert has warned.

The warning came after the release of figures showing the Australian Federal Police had 76 new counter-terrorism cases to investigate in the past financial year. At June 30 last year, the AFP had 83 cases being examined by its counter-terrorism team.

The latest so-called network of militant extremists has been steadily evolving and its members are almost ready to take over from their predecessors, according to Rohan Gunaratna, international terrorism expert and the author of Inside al-Qa’ida.

Dr Gunaratna said the home-grown terror suspects had been under investigation by Australian law enforcement agencies for some time. The new networks were very similar in “character and composition” to those that had been disrupted by law enforcement agencies.

“Law enforcement has only peeled back one layer of jihadis,” he said. “The second rung is maturing and ripe for another operation, possibly in the coming months.”

Intelligence sources say they are aware of the new threats, but deny there is any evidence that the groups may be close to planning an attack in Australia.

The AFP yesterday declined to comment on Dr Gunaratna’s warnings.


AFP Commissioner Mick Keelty and NSW Police Commissioner Andrew Scipione have revealed that they are investigating new terrorist threats, particularly in NSW.

Statistics in the latest AFP annual report show that in 2006-07, they had 76 new counter-terrorism cases, they finalised another 83 cases and at June 2006 they had a total of 83 open cases.

VICTORIANS now have newly guaranteed rights that will change how the law works – whether they want it or not.

The State Government’s Charter of Human Rights and Responsibilities is now in force, and is binding on all Victorian public authorities, Victoria Police and the State of Victoria itself.

I was opposed to the charter on political grounds; it was my opinion that our basic rights and freedoms in Australia were well protected and there was no need for a charter.

I didn’t believe it should be introduced. But it is now the law, so we must all work with it.

It lists a large number of so-called human rights, such as equality and right to life (but not for embryos).

It protects various freedoms: of movement, thought, conscience, religion and expression.

It prohibits torture and forced work.

It protects privacy and reputation, peaceful assembly, families and children, cultural and property rights, and all sorts of rights in the criminal process to ensure fair treatment and a fair trial.

The Charter will be enforced in two main ways. First, from now on, the courts must interpret all legislation (old or new) as compatible with human rights. The Supreme Court has power to effectively declare a law incompatible.

In those circumstances, politics would compel any government to immediately alter such a law found by the court to deny fundamental rights.

In this way, we have handed immense power to the unelected judges of the Supreme Court.

They can now, effectively, if not literally, strike down state laws which do not meet their standard of human rights.

We live in an age of political correctness and this is reflected in the personal and political views of the judges who are appointed.


We can now expect the judges to be even more activist: no longer is Parliament supreme. Every law made by Parliament can be challenged as breaching human rights.

But this is the most-watched woman in Australia, monitored for the past 20 years by ASIO and described by intelligence analysts as the “matriarch” of radical Islam in Australia. Rabiah Hutchinson snorts with laughter at the description. “They’ve got it wrong. I am not important. I’m just a 54-year-old granny with diabetes and arthritis. What are they so worried about?”

Ms Hutchinson has been closely watched by Australian authorities since October 2003, when she returned to Australia from Iran, where she had spent nearly two years in hiding after fleeing from Afghanistan amid the US bombing raids that followed the September 11, 2001, attacks in the US. Her passport was subsequently cancelled, based on advice from ASIO to the Department of Foreign Affairs and Trade that she was “likely to engage in conduct that might prejudice the security of Australia or of a foreign country (and) endanger the health and physical safety of others”.

Ms Hutchinson remains barred from travelling overseas, believes she is under constant ASIO surveillance and claims her family and friends are continually harassed.

After years of silence, she has decided to speak out to deny any involvement in terrorism and accuse the authorities of persecuting her and her family.

“It’s not just me they’re targeting. Now it’s my children and even my grandchildren,” Ms Hutchinson says. “It’s absolutely ridiculous – to think I had any personal knowledge of or contact with Sheik Osama bin Laden. I am absolutely nobody. I just happened to be there.”

“We just want somewhere to live, somewhere where we can be normal and live according to Allah’s laws.”

Ms Hutchinson scoffs at the suggestion that she poses a threat. She says the so-called “war on terror” is a war on Islam, and that she and her family are among its casualties.

We frequently hear from Muslim spokesmen in the West and elsewhere that today’s jihad terrorists have twisted Islam, and have misunderstood its peaceful teachings. We have on many occasions noted the fact that this alleged misunderstanding of Islam is now a worldwide phenomenon, and that misunderstanders of Islam are often Muslim clerics who have devoted their lives to the study of the religion. And one element that has been conspicuously lacking from this scenario, and that I have called for many times, is any serious attempt by those Muslims who claim that the jihadists misunderstand Islam to teach against these misunderstandings within Muslim communities, in order to blunt the force of jihadist recruitment. We have seen several countries, notably Saudi Arabia and Yemen, claim to rehabilitate jihadists using the “true” teachings of Islam, but such programs have been marked by a high rate of recidivism and a curious vagueness about just how they teach against the jihad ideology from a Muslim perspective.

And here we go again. Six years after 9/11, 10,000 jihad terror attacks later, this Indonesian group decides that it’s time to do something about all this misunderstanding of Islam.

What will they do? That’s not clear. I wish them well, but I wish they would spell it out, so if there is anything to it at all (which the unanimous vagueness on this point renders doubtful), other Muslims could do the same thing.

* Actually, they’re only selling hope to Western dhimmi-wits: these guys will attract western money like s#*t attracts flies. Our half-witted polit-props and NGO’s will be all over them supporting these mothers of a brand-new Islam, which, as we all know, will not be different from the 7th century Islam that we know so well.

But hope sells….
